It already has a mini-skyline, it’ll just be a better and larger mini-skyline. And speaking of the civic center skyline, as of 2007, the city was apparently planning on raising heights limits all around the intersection of Van Ness and Market, as part of the Market-Octavia plan, though I’m not sure what the progress on that has been since then.
